That has long been one of the criticisms of Haas.
With the budget cap, ability to basically outsource your car (in the case of Haas, their chassis is designed and fabricated by Dallara while Ferrari supplies much of the rear end of the car) and the split of prize money; you can put in minimal effort and turn a profit.
Gene Haas has been accused of doing the bare minimum to basically run mobile billboards for his machine tool business.
Andretti's bid to enter F1 was blocked by the teams because they didn't want to dilute the prize money.

It's still quite flat and honestly those Concorde-related payments should be sunset now. Imho.
