Depends what kind of business. Law firm I wouldn't bother, coffee shop I might.

Do what - market their facebook page?

Getting page likes and followers is easy and can be achieved simply by spending cash.....

Building the right audience and one that actually has an interest in your product / service is more difficult but in the long run more beneficial. This should also convert to more business and a better ROI

The benefit of Facebook page likes over impression based adverts is that you have a captive audience (although Facebook limits your exposure based on certain rules), this means you are basically building a database you can syndicate content to at will without additional costs.

Having a huge amount of likes with no activity / bad quality content on your page is also pointless...

Facebook should be used to engage with your audience and make them feel part of your brand. It should also be used to give your brand a tone or personality.

Anyone can advertise via Facebook and it really is super simple, the complex part is planning and crating quality content for your page.

Feel free to drop me a PM if you need any more help

This. Organic reach is like 3% these days. You still need to pay to promote your posts to make sure you reach those that like your page anyway.
