Hi All,
I was just looking at what people overseas get and pay for with regards to ADSL. Needless to say I am very green with envy.
I did come across Tiscali UK's 'Fair Usage Policy' available at http://www.tiscali.co.uk/products/broadband/fair-usage-policy.html?code=ZZ-NL-11GK
and I started wondering, why can't Telkom do the same here? It seems fair to all.
For those who can't be bothered to read it, here is a summary:

This fair usage policy automatically identifies the very small number of extremely heavy users and manages their bandwidth only during peak hours (6pm to 11pm Monday to Sunday), to protect the service for all our other customers. Outside peak hours, the use of the internet by these heavy users is unaffected.
