Family Data Contracts

In our home we have at least four devices used by 3 different people that need access to some kind of data service (2 iPhones, 1 iPad, 1 Android)

Why do none of the service providers sell a 'family' bundle ie. a bundle that can be linked to 3-5 different cellphone numbers / sim cards? (I know there is Vodacom offering that almost does this but it is linked to one cellphone number only + 4 data sims)

That way you only have to worry about one contract / prepaid bundle instead of fussing about with 3 or four?

Another option, which we use at home, is to establish a wifi network at home. This doesn't completely solve the problem, but it does cut down mobile data use significantly.
