Fan Noise - GPUs

Two laptops
1. Samsung (9 years old)
2. HP (2 weeks old)

Both are running the same animated wallpaper from the Wallpaper Engine software.
There is 0% GPU usage on the Samsung and the fan remains off and the laptop is silent.
1600X900 and 1920X1080 resolutions from the laptop and external display:

There is a 36% GPU usage on the HP then the fan starts and is noisy.

Why is there no GPU usage on the Samsung and 36% on the HP?
The GPU usage is causing the fan to start on the HP which is noisy and annoying me.
 
It's a laptop
So the samsung laptop is probably running the wallpaper from the CPU-integrated graphics because of nvidia optimus (you wont see this load in task manager) and because it has a 'bigger' cooling solution for the GPU, is not needing the fan to spin up.

The other laptop only has the intel XE integrated graphics available to it, and is probably causing the thermal solution so be put under load.

Each manufacturer will have different threshholds for fan activity so comparing two different vendor laptops with different hardware is like comparing apples to deep-core mining.

If the HP is using the integrated GPU then that's probably making the combined heat generated by the CPU and GPU to make the CPU fan start ramping up, whereas a dedicated GPU will only have it's own heat to contend with.
