If you do a transfer, do you keep points that were gained by the player going out?
Yep you do.
Each week is new. You only lose points if you transfer more players than your free transfers (you get one each week)
you get 1 free transfer a week up to a max of 2 - if you accumulate for 2 weeks.
There after it doesn't go past 2.
You can however transfer more (over and above your free) but you will be deducted 4points ever player over and above your free transfer.
You could also play the wildcard which means you can do unlimted transfers. Apparently we suppose to get 2 Wildcards - which I've never seen

1 wildcard until end of the calendar year (Till 31 Dec) and another at the beginning of the year (from 1 Jan). If you don't use the first wildcard by the end of the calendar year you lose it and just get the "new" one. So you don't have 2 wildcards at a single moment
