Fiat Palio overheating

Hi, i have a 2004 Fiat palio 1.2 EL which is overheating. The cooling fan only starts when the temperature level indicator is on the maximum level and some the fan doesn't even start automatically. What may be the problem? This happens when stuck in traffic
 
Disconnect the wiring plug on the coolant temperature sensor, let the fans run permanently and go for a drive, see if it improves the situation.
 
I hope you know of the heater solution for an overheating car, it can save you on expensive head gasket repairs.

Also called the mobile 'Swedish Sauna' experience if you have to do it on a typical Gauteng summer's day with 30+ deg C outside temperatures, as we've been experiencing almost daily so far in 2019 - no need either for Ford's expensive Robutt to then test your seat upholstery's 'body-sweat absorption levels'.
 
Check water level
Check fan is working
check thermostat and water pump.
