Some ISP's offer line speeds of 8mbps download speed and 4mbps upload and others offer 10mbps download and 2mbps upload.
Is there a big difference between the two and which one is the better?

Google drive has actually become useful as a serious storage location for ALL my content since getting fibre with 200Mb upload speed. If you are only going to use the internet for browsing then the 10Mb would be my choice, if you are going to use it for some uploads at some point then go for the 8/4 package

This really depends on your specific use case and number of devices doing things on your connection. As per @Goobie above - if you are going to be doing massive up and downloads frequently then you will need to consider a package with good up and down speeds. Also the more devices you have at home connecting (think about when everyone is using every device simultaneously) will have an influence in terms of how fast your connection needs to be (excluding any on-premise shaping etc).
