Is there such a thing?

My mom had 10mbit fibre installed and they swear that in peak (early evenings) it slows down to 5mbit.

Is that possible?

Something just seems to be rather poked for SA internet in general, everyone is complaining, most ISP's affected.
As i say this i'm getting 750ms pings on hops in CT.

LTE and 3G ballsup too, multiple providers

Well this can be absolutely possible yes. We have been hungry for fast reliable internet for so many years. I just think that these fibre providers don't realize just how hungry we really are! Deployment of fibre at a rapid pace is important yes, but I believe that it could also be done with a mindset of "future proofing" the installation.

So far I am not complaining about my fibre, it's only the price I complain about and have had it only for 2 weeks now as well. Vodacom 100/50.

Interesting.

I had no idea there was such a thing as congestion on fibre and there were huge pipes and no bottlenecks

Also keep in mind it depends on the capacity of the web server or content server also. For example in January during the holidays I noticed Showmax buffering on SD (around 20:00), WTH? I am on a 10/10 fibre. But then a speed test before and after that I got full speeds.
And to proof it is the Showmax I tested like 06:00 in the morning and 30min show would stream in full HD, in fact it downloaded the whole show in like 5 min.
So, there is a lot of variables in an internet connection. To always know where the actually bottle neck is, is not so easy.

So from about 20h00 you have a period where a high number of families watch Netflix/Showmax at the same time so the ISP needs to allow for that. Pre-video, the traffic from many users could be averaged, but with video, you have to allow for dozens of users at full tilt for long periods.

The congestion depends on capacity at many places: There's the capacity of the fibre (GPON involves sharing) and then the size of the metro link from your area back to the data centre, and then the national links (unless you are in Joburg) and then the major routers in the data centres. If the ISP is peering properly with Google, Micosoft, Netflix, Showmax etc there should not really be congestion of these services. That's a lot of parts on the circuit which could congest, and the content servers do have occasional hiccups. Also, ISPs using Openserve can congest due to the high price of the link between the households and the ISP.
