Fibre held hostage by previous tenant's ISP

I moved into a new apartment with a fibre connection. I had requested that the tenant cancel his service as required beforehand but he had not and with great effort I managed to track down the previous tenants isp - BSIT. BSIT informed me that the tenant never sent a cancellation request and that there are fees outstanding so they won't cancel it until those are paid too.

The previous tenant no longer occupies this apartment and I'd really really like to setup the fibre as I need it for work and vodacom data is expensive. As far as I can tell with my line will remain unusable until such a time as BSIT decides to release it or the previous tenant decides to sort it out (which is doubtful).

Do any of you know what recourse I can take or have some guidance to give? I used to be with Cool Ideas and they've been shockingly bad at keeping me in the loop and after I sweared at the support person after 6 days of no feedback, I don't think they're going to be eager to assist.

Well swearing never really helps :), there isnt much we can do if the line is occupied. Have you spoken to the owner of the property? Who is the fibre provider?

Yeah I suppose swearing doesn't help the situation but it goes a long way in venting frustrations especially after having to deal with the headaches of the move itself. The service provider is BSIT. I have gotten the contact details of the previous tenant and asked him to sort it out but most of the headaches that I experienced during the move was because of the previous tenant so I'm doubtful anything will come of it. He can just apply for a new service wherever he moves to and ignore this.

PM me your account details (existing, and the new address you are moving to with BSIT) and I'll see what I can do. You may have to get a letter from the owner of the property to request Vumatel to remove the package from your object.
But let me see what I can do.
 
Such a retarded process holding the line until the previous person pays up, for all BSIT knows the tenant will probably not honor any payment arrangements and they will just keep charging him monthly.
 
The solution is simple, just get a second fibre line installed at the premises and forget about the one already there.

Just request a new installation with same address but add a b or c letter to the actual number to trigger a new install. Works like a charm with Openserve so I would imagine it would work the same with Vumatel or others. Vox does that and they have success.

Of course not unfortunately we have no normal channels if a line is with another provider. We have to personally reach out to BSIT to try and resolve. It isn't the best process which we can agree on.

Openserve works, Vumatel doesn't.

He could also just remove the existing line and pretend it never existed *snip snip*
