The average income per head in SA is about R33700 a year, according to the World Bank. Tickets at the recent World Cup in Germany cost R320-R3800; few of the football-mad population could afford to see matches at such prices. Tickets to Premier Soccer League matches usually cost R25, while tickets to Manchester United’s tour of SA last month ranged from R55 to R350.

Fifa is worried that, unless action is taken, matches could be played in half-empty stadiums, which would damage the atmosphere and create a negative impression among billions of television viewers.
