Filters slow down dial up?

Now that telkom's technicians have been round and I have filters on my phone lines, when I dial up my connection speed is reduced (33000 from 44000 previously). Is this to be expected or have the technicians disturbed something when they fiddled.

filters are not completely perfect as they theoretically are but even then the line should not show a big difference.. is this with your adsl modem/router on?
