You're younger than 18. You should not ask for help on the internet from strangers.Speak to your school guidance or a teacher you trust.

How would you know he/she is younger than 18?

Anyway... phone the number from a different number that the person doesn't know. If they answer tell them they've won a competition with a prize of R2800 from Vodacom/MTN/8ta (whatever the number is from). Take their name/details. Go to the police and open a case of harassment.

If all else fails, SMS bomb them every day with 100 or so SMSes. I did that back in 2005 when 2 *******s kept miss-calling me/sending please call me's every 2 minutes. Annoying. I made it look like the one was sending from the other. Not sure if you can do it anymore these days (Vodacom had a free email to sms service that was limited to 5 sms'es a day and I spoofed the "From" address to be random so I could get past the 5 a day limit)

The only way to get the number is to lay a charge at the police station and get the investigating officer to subpoena (tell him 205 and he will know what you are talking about ) the records from the service provider concerned.
That is the only way ..but dont hold your breath . Doubt they will take any concrete action .

Unless he/she has been receiving death threats

reply back, asking him to stop. tell him if he doesn't, there will be consequences. when he keeps going at it, <malicious streak> try subscribing to a few websites with questionable marketing techniques, and list his number instead of yours. a few music subscription services could help your cause. </malicious streak>. but seriously, a lot of modern phones, Android ones in particular, have apps which handle blacklisting.
