Finding the right ISP and how to get set up - help!

Hi there - my mum has just moved to Parkhurst and tasked me with getting her internet set up. I'm a bit confused as I'm not familiar with how it works here. The previous owner says the cables are already installed. I think they're fibre cables but I'm not 100% certain. There's something on the wall that looks like a router. The brand is Raycore and there are lights with LAN1, LAN2, etc, which presumably light up when people connect. How do I go about converting this setup into WiFi, and any recommendations for which providers I should look at? Thanks for all advice!

Usage info:
Around 50GB per month, maybe 100GB to be sure
Good speed (e.g. for watching HD videos on YouTube)
No more than 5 devices connected at once in most circumstances
