True, although not all municipalities are connected to the banks, for instance, the KZN Metro.

The AARTO website link times out once you've completed the captcha. Typical gov crappy website per usual.
Anywhere else that actually works for CoCT for checking fines via number plate or id no. w/out the shlep of registering?

I just tried now on the AARTO site it works fine (pardon the pun) except for the 90s look
