Always clear all your fines timeously including summonses / warrants and courtesy letters to save on incurring further costs or trouble if stopped or at a road block !!
Pay fines in summons / enforcement or warrant status urgently to avoid arrest and or having your vehicle licence suspended.

AARTO (JHB and TSHWANE ONLY) A 50% discount is offered if the fine is paid within 32 days of the infringement. Thereafter a R60 fee is added to the original infringement amount for a courtesy letter. After a further 32 days the fine status will escalate to an enforcement order and a further R60 fee is added to the fine amount if unpaid resulting in an admin block on the traffic system until the fine/s are paid up in full.
For more information go to AARTO. Ed: Link goes to another Fines SA site.

Too much to read. The US style dates are a give away already that it is fake.

I have been receiving traffic fine notifications from Ekhurleni Police for months. According to them I own a GP-registered Nissan and drove at 160km/hr on a road on the East Rand. R21 FREEWAY SOUTH BY R23 Road bridge

No idea whether its a fake or not, I am unable to look up the GP registration number (apparently due to POPI act)

And btw: I live in Cape Town and was last in Gauteng in 2006

I decided to check PayMyFines and where I live PayCity, to see what fines I had as well as FinesSA, I could cross reference a lot of them, and once I paid on PayMyFines they were removed from FinesSA. I mean your mail is very possibly a scam, but maybe try to check on PayMyFines as well?

FYI this is a TLDR comment, so you might have done this already.
