Fix notification area message bubbles?

The message 'bubbles' that appear when you mouse over icons in the notification area - they've decided to appear behind the taskbar, so are either semi or almost completely obscured. I can find how to remove them completely, but not how to restore them to original behaviour. OS is XP SP3.
 
Does a reboot fix the situation?

Technically, the window that displays the notification area bubbles has lost its "stay on top" or "topmost" flag. Why - no idea, but it happens. Sometimes when other fullscreen / topmost applications do weird things.

Restarting windows explorer should fix it, until the next time the unknown problem application does its weird thing.

Reboot doesn't help, eventually found a small app - ToolTipFixer - sorted now
