Fix up photo

I have a photo thats been scanned or snapped with a phone.

Persons face at bottom is too light.

Anyway one can fix it. What free software will auto fix or be easy to use as I am no artist
 
On the phone try Snapseed. Use the burn tool to fix the exposure on the face.
