Fixing the file structure on a DVD

I borrowed a DVD from a local rental store, and about an hour in it skips about 20 minutes - played on a DVD player. I tried playing it on my laptop using PowerDVD and the same thing happens. But if you open the disc and play the .vob file it plays the missing bit.

I loaded the disk in DVD shrink and in the DVD structure the missing bit comes up under a folder called "Unreferenced Material".

Anyway to copy everything to a new disk and fix the file structure?

Would you convert it to mpeg or divx and then back again to vob or ...?
