I have mistakenly applied the firmware updates for the Huawei E620 Data Card and then i stopped the process before it was complete.

I wanted to ask if anyone knows if there is software i can use to flash the data card and put new software.

I have tried it in Linux and Windows but still the LEDs doesn't even show, but i can still see an unknown usb husb in Win XP.

Can on of the techies out there please help me. I am sure there is a way to fix it. Please i need your help.

Try this:
Remove the SIM card from the data card.
Download the drivers from here.
You will need to get XP to load the driver, try various combinations of uninstalling, re-installing and "upgrading" the driver in the Device Manager.
If you manage to get XP to recognize the COM port then run the flash updater again.

I have those drivers. And the application on the site is to monitor bandwidth. What i need is an application like the one used to flash mobile phones and install new software. I have tried those types of apps on a 3310 and it worked. It's also the same apps like they use in flashing BIOS and put new bin files. I am sure there is an app out there.

The main problem is Win XP only see's the USB Hub and no COM ports. And there are no unkwown devices in the device manager. The only way is to flash the data only if the software is on EEPROM i think, i am not sure. But it should be, because when you upadte the firmware you will be actually writing onto a certain for of ROM either EPROM , EEPROM or EAPROM.
