I booked tickets to fly from Cape Town to JHB, but no longer able to fly.
What are the regulations around selling/transferring tickets to someone else, and do people actually "buy" tickets from anyone other than Airlines and agents?

It varries from airline to airline. I suggest you contact the airline you are booked with.
 
I know for certain SAA/Mango, BA/Kulula and Flysafair definitely allow it.

Anyone can buy the ticket from you, one only needs to pay a "name change" fee and change the name on the ticket with the airline. This is typically between R200-R300. It is up to you if you are prepared to pay it, or expect the buyer to pay for it.

I see people advertising their tickets on social media a lot. The uptake, however, is not really that great. Mainly because you don't really save money (because of the name change fees). Also, people want to be as comfortable as possible so they normally like to choose their own dates and times of flights. Chances are slim to find someone that would accept the dates/times of the ticket.

(you could of course change the dates/times of the tickets too, but that means additional fees, so people generally just buy their own tickets and get it over and done with)

Was either Mango or Kulula but I recently bought a ticket and using the online management portal was able to change the name of the traveler without paying a fee.
I haven't been asked this in a long while but I know one of the conditions you agree to is the credit card used to purchase the ticket being present at the time of checking in. What would happen if they were to ask for it? That would make me wary of repurchasing a ticket from someone.
Like i said, I haven't been asked to produce mine in a while though.
