I saw a monthly cost for a host of services, with one being the license

Monthly thing does a whole bunch of stuff, it's some kind of insurance.
The license renewal is once off, R200 service fee though.
Would work for me if I could do multiple licenses for one fee but I can't. 4 vehicles to do in December. Can do them in one go at the post office, not worth R800

Yeah in Cape Town I just do it online with the City of Cape Town.
