Your TI 4Mbps Uncapped speed is correct, you would need TI 10Mbps Uncapped to see the speeds you're getting from FNBconnect (normal uncapped versus capped scenario).
 
What I have also noticed (don't know if this is related) is that any P2P downloads start off with a bang, but soon slow down to about 0.1 kB/s
Is this a sign that the downloads are being throttled?

TI do some shaping on torrents but only throttle when you're classified as a bandwidth abuser (+/- 350GB on 4Mbps uncapped - we think). It seems from recent discussions here on MyBB that torrent client & firewall configuration is also causing problems for some.

At present, P2P has the lowest priority, but we do reserve some bandwidth specifically or P2P. We probably need to increase the reservation, but we are planning some bigger changes to the traffic management policy for this weekend. As such, we didn't want to do untested short-term fixes.

However, I almost always get my torrent speed limit in my client (usually set to 160kBps - 200kBps, on my 2Mbps uncapped) within 30s of starting a torrent.

I need to comment on one part of this guide:
Enabling Protocol Encryption

Some ISPs (Internet Service Providers) actively interfere with P2P activities in order to reduce their bandwidth requirements. This causes µTorrent and other file sharing download speeds to become slow. To avoid this, µTorrent and other clients have introduced an encryption protocol to prevent ISPs from identifying BitTorrent traffic.

Some ISPs have extremely aggressive throttling methods and for those users it might be necessary to set outgoing to Forced; however this will greatly reduce the number of peers you can connect to. Enabled is sufficient for most users.

Our traffic management system can identify encrypted bittorrent and it is de(prioritised) just like all other P2P, however our P2P acceleration system is unable to accelerate encrypted bittorrent (and accelerated P2P isn't subject to exactly the same prioritisation). So, enable encryption (you probably won't see much difference), but DO NOT force encryption. If you currently have encryption forced, please turn it off. You may see a big improvement. If I force encryption, I get no more than about 15kBps (usually less) during peak times.

Further to the tests yesterday, I did 2 again this morning.

I think this was a result of a problem introduced during maintenance on Tuesday morning, fixed this afternoon. You should get just under 4Mbps ...
