Ok, so you know at these wireless hot spots, you switch on, connect, and this web page automatically pops up asking for account details or something. How does one force a page to open regardless of the users home page setting?

They using a proxy server. Until authenticated, the proxy redirects all pages to a certain site. It's a transparent proxy so you don't need to set proxy settings
