Force images to iCloud backup

Hi,

Running out of space on my phone and I'm confused. Paying for 15gb of additional storage for pics but they aren't being moved to teh cloud.
Anyway I can force this to happen or do I just have to make peace and move the stuff to PC via cable?

In Photos and Camera settings, is iCloud photo library switched on?
Is optimize iPhone storage selected?
Is upload to my photo stream on?

In iCloud settings, is iCloud drive on? Is Photos on? Is Backup on?

Are you signed in to the correct iCloud account on your phone?

Remember this will only happen if connected to a wifi network.
