Forum / Bulletin Board software

Any suggestions as to which software to use to run a smallish forum (1500 home owners); it will be nice if the forum software can handle voting (we want members to vote on different questions every other week)

I have seen this in the marketplace: phpBB and VBulletin (we don't mind paying for the software). Ease of use is very important because the moderator is a noob.

I am also looking for suggestions of companies that can do software support on the forum program (preferably no one man bands).

I have used phpBB quite successfully, and managed to customise the appearance and functionality to my liking.

You'd want to use the same forum software this forum uses as this is an awesome working example of how the software performs
 
This forum runs on VBulletin which is not free. phpBB, as mentioned above, is free and very similar to VBulletin.
 
I agree with AcidRaZor this forum is one of the best in terms of the software functionality.
I would also, given the size of you proposed group look at the phpBB. While you are prepared to spend it might be a better spend to use the money to get support for the moderator rather than sinking it into software and take alphabyte up on their offer.

If you don't mind paying, vB no doubt. Personally I hate phpBB, both as user and admin (got that t-shirt, now wont use anything besides vb).
