Looking to start a forum (relax RPM. It's not IT related :p) but want the look and feel to be basic as it's intended audience/users are less IT savvy than the myBB bunch.

Wanting it to be able to have threads and subthreads that tie up with the geographical locations of South Africa.

ie

Gauteng ---> East Rand ---> Boksburg ---> Anderbolt.

Anybody experienced in the creation / implementation / admin and moderation please PM me.

Try Wix, they have nice ready made forum

I just hate forums. Especially if you plan to go large with hundreds of sections. In the first few weeks you will be quiet and then spend half your day deleting tens of thousands of spam posts and banning bots and users. No matter how many people tells you there are software and measures that can be implements to prevent spam, they always find a way to come in and post it. So, be prepared for that.

Spam bots will always be a problem, no matter how sophisticated nor how old your forum is. I'm running a forum that has been alive since 2009 and with security questions, captcha, email verification, regional restrictions (such as Russian email address extensions) and other measures all active, a spam bot will still make it through now and again. Moderators are there to deal with it. Measures just need to be updated regularly.

What I have noticed recently is that spammers are starting to make use of gmail accounts rather than other mostly-unheard of accounts. My forum gets dozens of spam bot registrations per day but they don't make it past the email verification, luckily. I simply set up a plugin that automatically deletes newly registered accounts that have not been activated within 3 days.
 
Just use MyBB (there is software called MyBB), easy to set up, easy to use, easy to administer, and easy to modify. Has a ton of plugins and skins as well.
 
Discourse. Once you get used to it you wish everyone forum worked like it does. Free if you self host.
