Well that's only 3 provinces? If they want to make it 4 again they need to get rid of 5 provinces.

It's called Africanization. A Western system is too complicated for the ANC, so they do what they know.

I must be missing the point, as I can't see how reducing the number of provinces will improve the effectiveness of administration. Since when is it easier to govern more people in a larger area than fewer people in a smaller one? 
Surely it is simpler to divide the the nation into small, largely self-governing provinces (i.e. leave the provinces as they are). In my opinion, the goverment should be looking into the possibility of granting the existing provinces more independence - it sure works for the United States.

I think its for sure a step in the right direction - to use a concept from Richard Dawkins - South Africa started with many tribal chiefs, and we lost a lost of those and landed up with just one - time to take the final step and lose that last one.
The gov't should be looking into how to grant the current 9 provinces more autonomy in their governing so they can work on a more local scale to carry out their duties. But that is not going to happen since the ANC/SA want to have a very centralized gov't with control over just about everything for its people.
Local gov't can react and effect change much better than national gov't. It has been demonstrated many times around the world. That is why we all still have local municipalities, but if you take their power away, we get very poor service delivery and corruption at a level that is hard to democratically vote against.
Edwe - The USA is in the rapid process of loosing state sovernity to the federal gov't through the all powerful grant of federal funds for local projects. Centralization is happening everywhere unfortunately, but it was not meant to be by the founders of the US system. It has been perverted in recent decades.
