Other than these 'AI' hacks making its way to consoles and cloud gaming, soft aim is nothing new. Machine learning hacks are incredibly expensive sub services, but the knockoffs thereof is just as good.
There are a couple of free soft aim hacks available on GitHub and other repositories for a variety of games. None of which are hard blocked. If you know how to inject without compromise you can hack to your heart's desire.
In the cheating community there are two kinds of online cheaters, 1) Legit hacks and 2) Rage hacks. Soft aim is a legit hack, and it is named legit because it looks like legit game play.
