There is no single authority that does this.

Normally the best two places to start is to see if they're using a payment processor and report it to them, otherwise find out where who the web host is and report it to them.

Also really depends on what you mean by fraudulent. Are they selling knock-offs of brand products or just your typical fake online store taking money and not delivering?
 
Is it a spoof website that mimic a known and established website? ->Report it to the legitimate website owner.
Unsure what else a fraudulent website could entail? Unless you mean to say they use the website as tool to commit the fraud.

If you used a credit card, contact your bank and do a chargeback to get your money back. If a merchant gets a significant amount of chargebacks their accounts will be closed.
