The Open Source can host employee data at $1 per employee per month. You still install the software on your computer and the database. Doesnt seem "cloud" based to me in the true "cloud" based sense.

Yeah, the free version is self hosted, but you can always host it yourself in the cloud, or with your ISP.

You won't find anything for free. That's not how things work. Cheaper, yes. Just look on the Internet and you will find a few products available.
