Free Local Dynamic DNS

What's with all the ISP's trying to charge for DynDNS, does anyone know of a free offering?

Note: I use Telkom as my ISP so I don't qualify for some of the "If you buy ADSL accounts from us we will give you free DynDNS" offers.
