Hi, looking for recommendation for a free / open source offline website building tool.
nothing too complex, preferably with a few templates that i can get a basic site up and running quickly....

I use publii to quickly build fast static sites. Comes with templates. Works great with an easy wordpress-like feel..

If you familiar with wordpress, download the wordpress bitnami installer, build offline, then transfer the site with plugins like WP Migrate or Duplicator. I've used this method too in the past.
