Free program to do video gif

I know I can Google and there are a gazillion ... But anyone got a recommendation that works with no or little limit?

Do you specifically need gif or will webm work ?

Try NCH software's Videopad Editor.
Corel's Ulead Photo Express says it can do GIF video but haven't tried it yet.
