The main phase cable feeding my street. I am sitting listening to the clatter of my generator. I am lucky. Most people in the street have had no power since 3am.

As to the "inconveniencing" me part - WHAT THE ****? Crime is only bad if it's inconvenient?

How long before you up with power again? This before the holidays....crap

They're normally pretty quick. Few hours or so. But according to city power they're dealing with some serious issues elsewhere too, so they hadn't even started looking at this outage (which I reported at 5am)... I found this cable break myself this afternoon and escalated it to a "dangerous situation" - I have no idea if that line hanging there is live.

If it is one phase of power then it would have tripped on phase fault. So the cable should be dead. Earth it with a swimming pool net handle, then it will trip the breaker for sure. *bad advice*

and trust the 300 year old unmaintained substation down the road to break when it should?

I think I'll rather just sit back and watch thanks ;)
