With demand for fuel in major car markets on the decline, petrol refineries are cutting output in an effort to stay profitable.

Well, to be fair. Engen did cut output locally as well. They are mothballing the entire refinery in dbn, turning it into a depot instead. So it does kinda apply to ZA as well.
