JOB DESCRIPTION
The PHP/JAVA Developer will design and develop an interface for the purpose of undertaking an online survey for the PEPFAR program at least bi-annually. The PHP/JAVA Developer will contribute as requested to support the reporting and mapping needs of the USG/PEPFAR program. The PHP/JAVA Developer will establish effective partnerships and collaboration with other institutions, particularly with government partners.
Responsibilities of the role will include but not be limited to:
Technical responsibilities include:
To design, develop and maintain software according to specified standards and specifications that would assist in being able to i) measure the spread and density of the USG/PEPFAR program, ii) determine the coverage of the PEPFAR program, stratified by program area in South Africa and iii) to monitor diseases and interventions over time
Developing Web Applications utilising HTML, Apache 2.12, CSS, AJAX , PHP 5.3.0, SQL, MYSQL 5.3.0, Perl 5.10.0 on a UNIX environment
Develop a web reporting tool using GIS technologies
Participate in the design of a system for proper and systematic collection, storage, analysis and dissemination of information.
To develop technical specifications
To ensure functional Use Case Realization
Software development /programming and/or maintenance
Client and/or server side development
Documentation of all developed software
Configuration and Management of server software and updates
System Design and Class Model Implementation Software Quality Assurance
Unit testing of software
Adopt to a structured/formal development life cycle
Manage materials, supplies and human resources
Able to map out the USG / PEPFAR program in relation to the rest of the GO health system
Being able to determine areas of potential double counting in the PEPFAR program
Plan and execute capacity building activities for the relevant staff, focusing on aspects of GIS
Support the Chief of Party/GIS Task Lead in communications to USG / PEPFAR and other stakeholders as requested.
Perform any other relevant duties as assigned by the Chief of Party/GIS Task Lead
Knowledge, Skills and Abilities:
Experience in the design, development and maintenance of front end systems using PHP, JAVA (J2EE), etc.
Experience in the use of open source online survey tools such as Limesurvey or JSurvey would be also be recommendable.
Minimum of 2-3 years experience in developing applications; preferably GIS in health planning, and knowledge base development.
Experience with database management software
Knowledge of related software and systems (Database, Word Processing, Desk Top Publishing)
Excellent inter-personal and communication skills
Ability to work with minimum supervision
Good interpersonal skills
Highly organized, meticulous and reliable
Must be able to work independently and be able to develop new procedures and systems.
Working experience in the Department of Health setting; working with USG / PEPFAR will be an added advantage
Highly proficient with the Microsoft Office Suite, keen to learn how to use new software and be able to interface different analysis and database packages
Required Qualifications:

Relevant working experience: Strong working experience in PHP/Java software development technologies
Project Life Cycle and software development methodologies
Exposure to version control software (i.e. Subversion, Rational ClearCase, Windows SourceSafe, etc)
Understanding of Client/Server and integration technologies
Some knowledge of UML and UML related Case tools (i.e. Rational Rose, Enterprise Architect, etc.)
Ability to understand and solve debug technology specific exceptions
Be able to grasp the bigger picture impact of what specific work requirement entail (I.e. know the wider context and impact of what he/she is working on)
