At least there they track your actual usage, GFIP system is a hit and miss affair, an owner-pays(at least gets charged)-IF-their-vehicle-goes-under-a-gantry system
 
Ja, their one seems more fair. But then the gas tax must be scrapped. But then the government knows where you are the whole time...

As the video makes clear, there are options for the "device" they put in your car that do not 'phone home' (in theory) and do not require gantries - a kind of taxi-meter that accurately measures km's that I presume one intermittently 'reports' on totals somehow. Unfortunately these options have been de-prioritized by heavily incentivising the full-spy GPS version to consumers, in the same way e-Tags vs no e-Tags are here.

The world is not fair, and never will be: submitting to any kind of 'fairness' scheme will only see you lose personal liberty. IMO, trading your personal location and movement records for some kind of 'fairness' is an insane deal to make.

And all the private companies involved in the tenders, and their "trusted partners", and those trusted-partners's trusted partners ad nauseum.
