No, only in the world of MyBB headlines. This isn't a resolution to anything, but an exercise in damage limitation and mitigation - Samsung's doing so only on phones not returned as part of the recall. Rather a crippled phone than a toddler losing a finger.
 
The assumption is that ALL S7 devices are permanently connected to the Internet, so that SS can send whatever fiddle to the phone, assuming the user has NOT blocked updates.

What a complete crock!
 
Screw that....Note 7 is off my list now (until they fix this properly).

Go read the article properly and understand what they are saying,there are two seperate issues here that you seem to be conflating into one.

1.All new models from the factory don't have any issues and will use full 100 percent battery capacity.
2.All old models that were not returned as per the recall by owners will have their capacity reduced to 60 percent to avoid accidents happening to these irresponsible owners.

The problem is solved properly with all new shipments and they are even saving people from stupidity now(those who insist on not handing back faulty devices).

If my note 5 and S6 is anything to go by then battery life is the last thing I'll associate with Samsung....
 
Just off the topic and to make a point.I have just read an article about the new Mazda CX3 & CX5.
Mazda is doing a recall of over 2.2 million cars worldwide due to a problem of paint on the tailgate not being done properly and could cause rust. And yes I know that the car will not crash and "burn" or explode for that matter
