Gaming when capped/throttled

I have iburst and a very good signal and play a lot of COD4 and dota with an average ping of about 90. As I understand it, being throttled/capped limits you to 64k. Will this be enough to keep playing with my current latency?

Not sure about COD4... maybe, just maybe you could get away with it on local servers. But I have had a good few WoW sessions while capped.
