What I found quite disturbing In the article is the statement that SANRAL did not seem to have a ballpark figure available for budgeting purposes or as an indicator to measure tenders against. Everybody in the business of infrastructure construction has a rule of thumb cost estimate!
 
If only the Honorable Thuli Madonsela, our Public protector would launch an investigation.

That's a foreign concept to them.

Only 321%.... surprised its that low.
It's only for the road. The GFIP costs likely raises it to 1000%.
