I think you might be mistaken, we are still a fairly attractive foreign investment location.

You can only really play devils advocate when you're working with real facts.
There is no "global mistrust" therefore your devils advocates position falls apart.

Pulling in? As in forced by those involved with the project to invest?Some are pulling out, some are pulling in.
Of course it does. Some will see this as an ideal place to make some money without being concerned about governance. Others will definitely not invest because of the ethics.
But that aside, the key reason behind investment is that the reward justifies the risk.

For some reason though, science is taking a back seat lately.
