I dont get that article, confused about if the things can or cant unlock up...

You can't unlock the CPU's and that's final.
CPU mulit is shorted/laser cut on on the die itself during production. you cannot then rejoine those bridges using a BIOS. It won't work and has never worked.
Asus had similar ideas some time ago which also turned into fresh air.
If you want an unlocking Conroe either get an Engineering sample (next to impossible) or X6800 END.
