Getting car license

I bought a car need to get new license, but the previous owner is nowhere to be found papers at bank,. Is there any way in which i can get license or get papers

You've paid for something...which you technically do not yet own.

We drew up a contract and went to the bank for papers the papers came but only he can get it he moved since now his nowhere to be found

Swear out an affidavit, take it to the bank with proof that you have paid for the car

I had something similar when bought a car and the seller then had a bad stroke and was hospitalised. It took the bank a few weeks to make up their mind what to do, but I received the registration and a letter
