I've had two GT210 cards in my HP Microserver where the fan stops working

Perhaps consider this one. Unfortunately low profile and passive cooling do not go hand in hand but a 210 or 610 should be able to do the job.

Yeah, I have that exact EVGA one in my HP Microserver, haven't had any issues with it.
