Did someone hack into my email and create a new account for me? or can you create a new account for someone without getting into their account?

If I remember correctly, anyone can link their Google account to any other email address without verification of the email address. So in short, I don't believe you got hacked. But it's a good thing you changed your password and enabled 2-step verification, that's a necessity these days.

What you add accounts to your GMail, generally Google will send an email to the linked account with a code. You then need to type this code into your GMail to "activate" the linked account.
