When was it registered?
New domains cannot be transferred. You have to wait a while.

Is that domain a newly registered domain?
If so then it cant be transferred within its grace period - how ever Godaddy should be able push the domain to another Godaddy account and then perform a contact update for you.
Then there are no transfer restrictions according to the registry’s policy.the 1 domain is 6 months old and the other domain is over 1 year old.
