Bing.com should cover your requirements. It's mirrored locally too so you should have no hassles accessing it if you're soft-capped.

+1 You can't go wring with bing on local. Love the quick way to view 'More info on this Page' on the side of the results.

I also like Bing. It's pretty cool with some unique features such as the daily image on the main search page.

even tho I hate bing, a nice thing with it on local is you can click catched page so you can see what the web page
