Good nursing agency to join

My wife will resume nursing next year. Before she starts we want her to join a nursing union, preferably a good one that won't give her any issues. She will be flexying through an agency at private hospitals.

Can anyone recommend any unions through personal experience? Also, it is my understanding that nursing agencies provide basic legal protection for nurses in the event of malpractice, is this correct?
