Google Drive Video Sharing Question

Hi guys and gals, I'm not sure where to put this thread, so could the mods please assist and move it to the correct place?

I have googled this and can't find the answer. All I keep finding is "how to" share on Google Drive on my side and how the recipient will go about accessing the file on their side.

I've shared a 262mb video on Google Drive. I'd like to know (in layman's terms as always for me please, I'm not an IT fundi), on the recipient's side - will they be "using" data (Wi-Fi or 3G/4G whatever) to "receive" the file or even just "view" the file? *(This my first time using Google Drive, so I don't know these things. I'm not worried about data usage on my side, but I don't want the recipient to run up their data bill accessing the file in their Google Drive on their mobile device...it's also their first time using Google Drive)*.

You know what's crap is that when ever the same friend accesses your video via source or link, they will download 262MB again and again... Unless they download and save the 262MB file and then rewatch.

Not exactly fair to use the consumer's storage space on their device without their express permission... The point here is not that 262 MB is not that much, but rather the usage of the consumer's storage space without their express permission..
 
If you share a video via Google drive will the recipient of the Google drive link be able to watch the video streaming as if watching via say Youtube or will they need to first download the video to their device?
